The Problem
A governorate municipality serves residents who expect to find its news, announcements and services online — and who increasingly complete their transactions on the national platforms rather than at a counter. The municipality needed a complete website of its own: an Arabic portal that presents the municipality clearly, keeps its news current, and points residents to the right national e-service for each need.
- Residents needed one clear place for municipal news and information.
- Most transactions now run on national platforms, so the website had to route residents to them correctly.
- Municipal staff had to publish news without technical help.
02
The Solution
I developed the complete Al-Hait Governorate Municipality website: an Arabic-first municipal portal with news and announcements managed by municipal staff, information about the municipality, and direct routes into the national platforms residents use — Balady for municipal services, Furas for investment opportunities and Etimad for government procurement.
Approach
- A complete Arabic-first municipal website, responsive on phones.
- News and announcements managed by municipal staff.
- Clear routes into Balady, Furas and Etimad.
Key Decisions
- Link to the national e-service platforms rather than duplicate them.
- A simple editorial workflow for non-technical staff.

Technologies & Architecture
Architecture Notes
- 1Content managed through an administration panel for municipal staff.
04
Challenges & Trade-offs
A municipal website must not compete with the national platforms or confuse residents about where to transact.
Each service route sends residents to the national platform that handles it, while the website carries the municipality's own news and information.
05
Outcomes & Impact
The website is live at alhait-muncipility.com, giving the municipality its own digital front door alongside the national platforms.
- Live at alhait-muncipility.com.
- A municipal website connected to the national platforms residents already use.

Frequently Asked Questions
- Can you build a complete website for a government entity or municipality?
- Yes — Arabic-first, accessible on phones, with an editorial workflow your staff can run and clear links into the national platforms your residents use. I also developed the complete MOMAH website.
